RPA update

It has been announced that the Risk Protection Arrangement (“RPA”), which an increasing number of academy trusts are joining as an alternative to commercial insurance, will be expanded from September 2018 with the Department for Education (‘DfE’) enhancing the cover to include the following:

  • overseas travel – including winter sports
  • cultural assets – including a free valuation service

These enhancements will be included with no extra general annual grant (GAG) deduction, the cost will remain at the current £20 per pupil per year (per place for special or alternative provision academies) for September 2018 to August 2019 despite the additional cover.

Certain other areas where cover is required, such as motor vehicles and works of art, continues to be excluded and so academy trusts that have joined the RPA will need to ensure they have adequate cover for these other issues.

A document analysing the RPA has recently been published. The report, prepared by the Government Actuary’s Department (‘GAD’) at the request of the DfE, provides the DfE with a summary of the key results of the work undertaken by GAD in order to estimate claim provisions for the RPA as at 31 August 2017.

The report confirms that there were 4,157 academies and 2.0 million pupils covered by the RPA as at 31 August 2017.
