Form for new chairs of trustees and fit and proper rules in general

The Education and Skills Funding Agency (ESFA) have introduced a new form to collect identification details for new chairs of trustees.

The form should be completed by all new chairs, in conjunction with the Disclosure and Barring Service (DBS) application form.

The form is available here.

The form sets out:

  • the personal information you must give;
  • how to use it in conjunction with the Disclosure and Barring Service (DBS) application form;
  • who can verify your identity; and
  • where you must send it.

Fit and proper checks for all trustees and other senior staff

This serves as a reminder that all trustees, together with anyone involved in the day-to-day running of the school, should read the Government’s basic guidance on ‘fit and proper persons’ available here.

The guidance explains the need for charities to ensure that their managers are suitable to hold such posts and, in particular, that they haven’t been involved in tax fraud or disqualified from being a charity trustee. It also includes a model declaration that we recommend you ask all trustees and financial managers to sign.
