Ever since the 2007 offshore account amnesty (or ‘Offshore Disclosure Facility’ as it was labelled by HM Revenue & Customs) came to an end there has been speculation that a second amnesty would follow. A formal announcement was finally made in this year’s Budget and on 1st September 2009 ‘The New Disclosure Opportunity (NDO)’ ? Offshore Amnesty II – will go live.
