A new approach to leases
The basis of the paper is to recognise that all leases (whether for 'nearly owned' or 'rented' assets) comprise obligations that should be brought onto the balance sheet. For example, the right to occupy a building for 25 years would be capitalised and subsequently depreciated, and the obligation to pay 25 years rent would be included amongst other balance sheet liabilities, reducing as rent is paid.
